Average Speed Reliability Analysis Methods Applied on Las Vegas Arterials

Traffic conditions on arterials tend to be consistent during peak hours; yet, non-recurring events unpredictably affect these conditions. It is vital, however, for transportation planners as well as users of the facility to be able to assess traffic conditions. Therefore, a reliability performance measure is essential for evaluation. Reliability can take many measures. Various measures are chosen depending on the evaluation criteria. In this study, average speed as well as number of stops data for arterials in Las Vegas is used for evaluating reliability. Reliability assessment is conducted using five different approaches. Variability based on normalized standard deviation, analysis of variance (ANOVA), average time mean estimation, reliability as a measure of non-failures, and information Theory based approach are proposed.
